Corruption: Is Money really the root of all evil?

Over the past few weeks, the government of the Soviet Union has announced a series of economic reforms with the aim of restoring the economy and placing the Soviet Union back on par with the Western world. Women in the Soviet Union are now working and involved in building up the economy of the Union. Foreign governments have publicly lauded the Soviet Union’s move to open up the country, wonderfully aiding Gorbachev to implement the idea of Glasnost and Perestroika in the Soviet Union which we will benefit from.


Update: Corruption activities


‘Corruption’ is defined as the dishonest or fraudulent conduct by those in power, in the Soviet Union, the Presidium of the USSR. A joint statement by Aleksey Shkolnikov, Chairman of the People Control Committee and Yuri Shatalin, Chief of the Russian police said, “I want to reassure our Comrades that we will rid the land of its corrupt scum一it will be made obvious when a traitor has been found.”

Planned Anti-Corruption Policies


The council has called upon the Government of the Soviet Union to establish an Anti-Corruption Bureau (ACB) to move towards transparency in the Soviet Union which aims to investigate corruption at all levels of the Communist Party of the Soviet Union. A specific department for the taxation of the SMEs, Internal Taxation Services (ITS) will be established. The head of ITS will select the Regional Tax Officials (RTO), and Provincial Tax Officials (PTO) who are responsible for collecting and accounting for taxes collected from SMEs, auditing SMEs if any suspicious activities arise, as well as ensuring state money granted to SMEs is properly utilised. An anonymous reporting platform of tax officials mishandling money or unfairly taxing citizens will also be set up. The Advisory committee aims to eliminate all forms of corruption. This model runs on a strong, superior authority hierarchy in which top members are trustworthy, competent and loyal.


Our ideal model


Corruption cannot simply be handled in a linear authority hierarchy. It needs to be taken into account as a whole community’s problem-not who is loyal and trustworthy. The reason: there will always be an odd one out in any system. What should be the ideal model for anti-corruption is that someone, who is kept in check by someone else, will always keep another in check; in simpler terms, everyone is responsible for someone else.


One way this can be done is that the highest official can watch the lowest official, the second-highest official can watch the highest official and so on. You may think that using this system there will be chaos. What we believe is that it might be chaotic at first as we get used to this new method of doing things. However, the beauty in the chaos will slowly reveal and every corrupted official will become afraid that someone will ‘backstab’ them and expose them. This allows the corruption to be stamped out indefinitely and benefit the Soviet Union.


Future of USSR’s economy

What will the future of the USSR’s economy look like if the corruption is to be slowly stamped out?


Corruption will in no doubt damage Soviet Union’s economy and cause citizens’ lives to turn into turmoil. Advisors of the Presidium of the USSR are to act quickly to stamp out corruption in the USSR to ensure the continued progress of the Soviet Union’s economy. Only without corruption can the USSR progress as one united Union and move towards a glorious USSR!
